State PDMP Changes starting in January 2021

Several states have announced changes to PDMP reporting of controlled medication dispenses starting in January 2021. Your practice may have received notice, or may receive a notice in the near future. Below is a comprehensive list of state PDMP changes that MDScripts is aware of and what steps are being taken to ensure compliance:

California

January 1, 2021: Daily Reporting for Zero Reports will be required. MDScripts currently submits zero reports weekly, but will begin reporting daily on January 1st, 2021.

Connecticut

January 1, 2021: Gabapentin will be added as a Drug of Concern and will be required to be reported as of January 1, 2021. MDScripts is currently reporting this medication to the state PDMP following the initial request in November to begin submitting as soon as possible.

Kentucky

January 5, 2021: Change data submission format to ASAP 4.2b, which will require reporting two newly required fields. MDScripts will auto-fill these fields with information already captured during the dispense process so there will be little to no impact to users.

Social security number in the Patient ID field (PAT03) must be nine numeric digits. Effective January 5, 2021 when the PAT02 value is 07 for Social Security Number, the vast majority of records, the PAT03 value must be nine numeric digits or the record will be rejected with a fatal error and will need to be corrected. MDScripts already error checks SSN for valid format and value during the dispensing process so not additional changes are needed.

In order to support EPCS, KASPER will track the DSP20 - Electronic Prescription Reference Number, and DSP21 - Electronic Prescription Order Number fields. Reporting these fields is optional, but if your system can report them please do so. If the Scheduled RX ID is filled in the MDScripts prescription that value will be reported.

Louisiana

January 20, 2021: Two Drugs of Concern will be added to the list of medications that must be reported. Gabapentin as well as Promethazine in oral liquid formulations. MDScripts will begin reporting dispensing transactions for these two drugs automatically to the state prescription monitoring program. You will see additional restrictions when dispensing these medications to ensure they can be reported.

Wisconsin

January 4, 2021: Change data submission format to ASAP 4.2b, which will require reporting Drug Dosage Units Code and Partial Fill Indicator when submitting records to the ePDMP. MDScripts will auto-fill these fields with information already captured during the dispense process so there will be little to no impact to users.

SFTP TLS Changes - The ePDMP file submission SFTP will no longer support connections utilizing TLS 1.0 and 1.1 beginning on 1/4/21. MDSCripts already submits data using TLS 1.2 protocol.
